If you however want to edit them and find a XML editor to do so, the part between and should be the one you'll want to edit for the cities. But I'm at least not skilled enough in these matters to advise to go and edit them. I'm not sure if that's a wise idea though, no idea what you could break, but then again, you can always delete and install the game again. You can't edit them straight up, but I believe you can get an XML editor and do it with that. How to mod Civ 6 to rename city states, without the SDK I want to mod the game so that city-states who were historically not independant, such as Brussels, are renamed to their country, por ejemplo Belgium, while their capital's name remains the same. You could change 'American Empire', 'America', 'American', and 'Roosevelt' to whatever you wanted to. The city names are in the game directory (at least in Steam version, I doubt EGS version is that different) in Sid Meier's Civilization VI\Base\Assets\Text\en_US\CityNames_Text.xml or in case of DLC civs/city-states, in Sid Meier's Civilization VI\DLC\\Text\en_US\.xml.
